TIME(hour,minute,second)
Hour The value ranges from 0 (0) to 32767, indicating the hour. Any value greater than 23 will be divided by 24, and the rest will be treated as hours.
For example, TIME(27,0,0) = TIME(3,0,0) =.125 or 3:00AM.
Minute The value ranges from 0 to 32767, indicating minutes. Any value greater than 59 will be converted to hours and minutes.
For example, TIME(0,750,0) = TIME(12,30,0) =.520833 or 12:30 PM.
Second is a value between 0 and 32767, representing seconds. Any value greater than 59 will be converted to hours, minutes, and seconds.
